President Trump has issued an Executive Order modifying the scope of reciprocal tariffs originally imposed under EO 14257 and amended by EO 14346. The latest action exempts 237 Harmonized Tariff Schedule (HTSUS) classifications and 11 categories of agricultural products from reciprocal tariffs. These changes reflect progress in trade negotiations and assessments of domestic supply and demand.
What to Know

Products Exempted: Coffee, tea, tropical fruits, fruit juices, bananas, oranges, tomatoes, beef, chocolate, spices, and certain fertilizers as indicated by tariff classifications listed in Annex II of Executive Order
Implementation:

Applies to goods entered for consumption or withdrawn from warehouse on or after 12:01 a.m. EST, November 13, 2025.

Refunds available for duties paid on qualifying entries via post-summary corrections or protests.

Use HTS subheading 9903.01.32 or 9903.02.78 for exempt goods.
