WHAT’S THE LATEST
On September 5, President Trump issued an Executive Order updating the list of products subject to reciprocal tariffs originally issued on April 2. The order amends Annex II, which takes effect September 8, and identifies the products that are exempt from reciprocal tariffs.
WHAT WE KNOW
- Annex II Amendments:
- Added to Exclusions (no reciprocal tariff): Certain bullion-related articles, critical minerals and pharmaceutical products subject to pending Section 232 investigations.
- Removed from Exclusions (now subject to reciprocal tariffs): Certain aluminum hydroxide, resin and silicone products.
- Annex III Established (Page 38):
- A new list of articles that the U.S. may consider for tariff reductions in future negotiated trade agreements.
- Includes: Products not grown, mined or sufficiently produced in the U.S, certain agricultural products, aircraft and aircraft parts, non-patented pharmaceutical-related articles.
- Delegated Authority: The Secretary of Commerce and U.S. Trade Representative are authorized to take any actions necessary to implement this framework and finalize agreements.
WHAT'S NEXT?
